自然资源一体化政务服务系统及数据融合建设——以南京为例

自然资源部制定的信息化建设总体方案中，要求构建“互联网+自然资源政务服务”应用体系，实现“服务事项标准统一、整体联动、业务协同，自然资源政务服务和共享开放能力全面提高”。一体化政务服务系统作为政务服务应用体系的重点建设内容，也是落实自然资源管理“两统一”职责的重要支撑，如何整合各类数据资源、发挥系统作用，成为亟待研究的问题。本文在分析自然资源业务管理需求后，提出了一体化政务服务系统及数据融合的建设思路。     

解郁安神法联合体外反搏对PCI术后气滞血瘀型胸痹患者的临床疗效观察

目的：观察解郁安神法联合体外反搏（EECP）对经皮冠状动脉介入治疗（PCI）术后气滞血瘀型胸痹患者的临床疗效。方法：将80例冠心病PCI术后气滞血瘀型胸痹患者随机分为治疗组和对照组,每组各40例。对照组采用PCI术后规范化治疗,同时联合EECP治疗;治疗组在对照组基础上加服解郁安神方治疗,随访观察7周,比较2组临床证候疗效、Zung焦虑自评量表（SAS）评分、抑郁自评量表（SDS）评分、西雅图心绞痛调查量表（SAQ）评分。结果：总有效率治疗组为82.5%（33/40）,高于对照组的60.0%（24/40）,2组比较,差异有统计学意义（P<0.05）;2组SAS、SDS、SAQ评分治疗前后组内比较及治疗后组间比较,差异均有统计学意义（P<0.05）。结论：解郁安神法联合EECP治疗可明显改善PCI术后气滞血瘀型胸痹患者的临床症状,缓解焦虑抑郁程度,提高患者生活质量,值得临床推广应用。     

Revisiting Sustainable Development of Dry Valleys in Hengduan Mountains Region

Dry valleys are a striking geographic landscape in Hengduan Mountains Region and are characterized by low rainfall, desert type of vegetation and fragile environment. Past efforts and resources have been concentrated mainly on rehabilitation of degraded ecosystem and fragile environment, particularly reforestation, while socio-economic development has been largely overlooked. Despite successes in pocket areas, the overall trend of unsustainability and environmental deterioration are continuing. It is important to understand that uplift of the Tibetan Plateau is the root cause of development of dry valleys, and development and formation of dry valleys is a natural process. Human intervention has played a secondary role in development of dry valleys and degradation of dry valleys though human intervention in many cases has speeded up environmental degradation of the dry valleys. It is important to understand that dry valleys are climatic enclaves and an integrated approach that combines rehabilitation of degraded ecosystems and socio-economic development should be adopted if the overall goal of sustainable development of dry valleys is to be achieved. Promotion of niche-based cash crops, rural energy including hydropower, solar energy, biogas and fuelwood plantation is recommended as the priority activities.

资源枯竭型城市发展困境与中央政府的作为

在我国,资源枯竭型城市的问题性质更主要的是社会问题而不是经济发展问题。文章阐述了以资源开采为主导部门的城市走向经济衰退的经济规律,细致分析了在我国发生这类问题的制度因素和历史背景。针对具体的资源枯竭型城市,分析了它们在实践中遇到的种种困难。作者认为,中央政府必须为解决资源枯竭型城市的困难承担历史性和制度性的责任,并且提出了中央政府可以有所作为的工作领域、工作措施和措施目标。     

Spontaneous Structural Reform in Australian Local Government: the case of the Gilgandra Co-operative Model in New South Wales

Dire financial constraints and the threats of forced structural reform have had the unforeseen effect of forcing municipal councils across Australia to reconsider their operational activities and organisational arrangements. With considerable ingenuity, numerous municipalities have proposed and sometimes adopted new structural formations that embody various forms of co-operative service provision. This remarkable development has unfortunately been largely ignored in the scholarly literature on Australian local government. In a modest effort aimed at remedying this neglect, the present paper seeks to outline the small, rural New South Wales Gilgandra Shire Council's (2004) ‘Co-operative/Local Government Service Company’ model, place it in the broader context of alternative models of local governance suitable for Australian conditions, and evaluate its characteristics.     

县市级政府决策信息系统的开发应用:专业GIS 软件SK set V4 .0功能介绍———以贵州沿河土家族自治县资源遥感信息系统为例

SK setV4.0是中国地质科学院岩溶地质研究所GIS中心2001年4月开发成功的、具有自主板权的专业GIS平台软件。它集成了现今较为先进的组件、控件重用，面向对象编程等技术，并以美国Inprise公司的BorladnC^ Builder编译软件为开发平台，提供了全中文菜单环境，不仅具有基本信息和多图层查询、相关分析动态监测、多因子分析、图斑编辑、自动演示、系统维护等功能，而且还具有快速响应的工具条、友好的对话框和较强的纠错机制，很适合缺乏专业GIS人才的县市级政府管理部门使用。文中还以贵州省沿河县资源遥感信息系统为例，对SK setV4.0的功能和使用方法进行了具体的介绍。     

The fall and rise of metropolitan government in Copenhagen

In this paper it is argued that the re-establishment of a metropolitan government in the Greater Copenhagen Area in 2000 (Greater Copenhagen Authority) is not to be seen as a return to the kind of regional, coordinative authority (Greater Copenhagen Council) that was abolished in the Thatcherite climate of the 1980s. Throughout the 1980s and 1990s new forms of urban governance, entrepreneurialism and a higher national priority to the capital region were introduced, which changed the conditions under which the new metropolitan government is operating. This `contextualization' of the analysis of the two generations of metropolitan government points to the fact that typologies of metropolitan government, such as the one put forward by Sharpe (1995), often lacks analytical cogency. This revised version was published online in August 2006 with corrections to the Cover Date.     

省级空间信息基础设施建设的意义及途径--以西藏自治区为例

省级空间信息基础设施建设是实现信息化资源、经济、环境管理的基础,但省级空间信息基础设施发展是一项具有战略性的巨型系统工程,跨区域、跨部门、跨学科,其建设和部署必须有统一的领导和安排。文章以西藏自治区为例,根据西藏自治区目前信息化发展现状,探讨了西藏自治区省级空间信息基础设施建设的途径及意义,认为西藏省级空间信息基础设施建设的第一步是提出项目建设的框架及规划,其次根据信息化发展现状及投资力度,制订近期、中长期目标及建设内容,然后根据规划分阶段实施。最后文章讨论了西藏实施省级空间信息的重要意义,为实现西藏电子政府、指导区域经济发展提供依据。
